I have found a Morgan Silver Dollar and it is what collectors refer to as a “Chapman” Proof?

Chapman would be the name of a collector or hoarder. What proof do you have that it is such a coin? You do not list a date and I wonder how you came up with 250.There are no Morgan dollars that come close to 45,000,000 except the 1921 at 44,690,000 and they made no proofs. So some where along the line something is wrong here. You need to see several dealers, but in the end I think you are misinformed.
