It’s a silver Morgan dollar turned into a jewellery item or some sort of medallion. The Liberty Head was definitely gilded; something like this:
The coin had been altered and thus considered damaged, but it’s still worth the silver in it.

If it is actually a Morgan dollar someone plated the head. I bet though, the reverse does not have an eagle like the real Morgan dollar, but may have two eagles, if so, it is called a two eagle medal and is base metal with a thin layer of silver and a thin layer of gold, on top of the base metal. They were sold to the unaware public and are actually worth little. If not the above it has to be a gimmick of some kind. I have never seen a gold plated Liberty on a Morgan dollar used as jewelry. A real Morgan dollar weighs 26.73 grams most reproductions and medals weigh differently.
